Is this photo of a oil well fire in Southern California 1931 like some history “fact” accounts claim?

It is indeed a photograph of oil well fire, Southern California in 1931 by Dick Whittington Studio.

However, it is a composite: the truck and men were superimposed on the background image of a burning oil well. Source: USC Digital Library. The photographer created this beautiful pre-photoshop image for General Petroleum Co.
